The fourth meeting of the Expert Advisory Group (EAG) on the relevance and effectiveness of the WHO Global Code of Practice on the International Recruitment of Health Personnel (The Code) will take place on 12-13 November 2025. The group will deliberate on the output of the six regional consultations on the interim report of the EAG and will finalize their report to the Director General in advance of the 158th Executive Board meeting.
Regional consultations were conducted over the past six months in all six WHO regions, as requested by Member States in the decision of the 78th World Health Assembly.

The Seventy-eighth World Health Assembly marked the 15-year anniversary of The Code's adoption. The consolidated report on the WHO Code included reporting on implementation of The Code by a record 105 countries and also includes the findings and interim recommendations of the Third Expert Advisory Group, including Article 9.5 on the Code’s relevance, effectiveness and text.
