Resources Portal on Public Financial Management for Health

As countries and partners engage in the deployment of COVID-19 vaccines, resources are mobilized to support the purchasing of vaccines and the delivery costs of vaccination. While the level of resources matters, how these resources are channelled through domestic systems is also important for response’s effectiveness. The COVID-19 crisis has demonstrated that having robust but also flexible Public Financial Management (PFM) processes is critical to ensure public funding reaches the frontline providers. However, for non-PFM specialists it is sometimes difficult to get an understanding of the underlying PFM issues and bottlenecks affecting health spending.

WHO Health Financing Team initiated a program of work on PFM to support health stakeholders in their learning journey and inform future engagement in PFM reform and budgetary dialogue. As part of this program of work, the Team collated key PFM resources to raise understanding and awareness on the role of PFM rules and processes for effective COVID-19 vaccine delivery, and more broadly for health spending. The repository contains various types of materials (working papers, policy briefs, audio files, video podcasts) produced by a range of partners and experts (IMF, World Bank, WHO, OECD, IBP, CABRI). The materials are all available online and easy-to-use for self-learning.

The Resources Portal on Public Financial Management for Health includes resources on: general PFM issues; PFM and Health Spending; PFM and COVID-19 and PFM and vaccination. It will be updated regularly.
