The World Health Organization (WHO) has produced a draft multisectoral accountability frameworkto accelerate progress to end TB for consideration by the World Health Assembly (WHA) at its 71st session. The draft framework document is now available online for comment.
WHO invites comments or feedback on this framework by email to gtbprogramme@who.int through Friday 13 April 2018. WHO will finalize the draft document, building on feedback received, for submission to the WHA. The rapid timeframe offered for comments relates to an ambitious schedule set to fulfill a request from WHO Member States.
The Moscow Declaration to End TB, adopted by almost 120 national delegations, on 17 November 2017, called upon WHO, working in close cooperation with partners, to develop a multisectoral accountability framework for TB. Ministers of health and other high-level participants committed to support its development. Furthermore, as part of discussions on the preparation for the United Nations General Assembly high-level meeting on TB (UN HLM), the WHO Executive Board at its 142nd session in January 2018 requested the Director-General to develop, working in close collaboration with all relevant partners, “a draft multisectoral accountability framework that enables the monitoring, reporting, review and actions needed to accelerate progress to end tuberculosis”.
The Executive Board requested that the framework document be submitted for consideration by the 71st WHA and for presentation at the UN HLM on TB, to be held on 26 September in New York.
To develop the draft framework, WHO prepared a background document drawing on analysis of experiences in other fields, organized a stakeholder consultation in Geneva on 1–2 March with over 60 participants, and held discussions with other stakeholders.
