Overview
In Belarus, the right to health protection and universal access to medical care, including free care at state healthcare institutions, is enshrined in the constitution and national law (1, 2). Ensuring that people have equal access to medical care and taking measures to preserve and promote health is a key factor in the development, implementation and evaluation of the appropriate public policy (3). Belarus provides its population with a high level of medical services, with limited out-of-pocket household payments and a high level of protection against the financial risks associated with the provision of medical care (4).
