WHO-OIE Operational Framework for Good governance at the human-animal interface
Bridging WHO and OIE tools for the assessment of national capacities

Overview
The WHO and the World Organization for Animal Health (OIE) are committed to supporting their Member States to strengthen their capacity to comply with both the International Health Regulations (IHR) and the OIE intergovernmental standards. They have respectively developed frameworks to help their Member States assess the capacities of their human and animal health sectors, enabling the identification of gaps and leading to the definition of appropriate strategies to sustainably improve their compliance with international standards.
With the support of the World Bank and of the European Union, WHO and OIE have developed an approach taking advantage of the experience in overseeing implementation of the IHR (2005) and in implementing OIE’s Performance of Veterinary Services (PVS) programme and have jointly published the Operational Framework, to use their outcomes and outputs in a structured methodology enabling -- through national bridging workshops -- the identification of synergies and opportunities in the intersectoral collaboration. The Operational Framework should be seen as an important contribution to the One Health initiative and the implementation of the Tripartite (WHO, OIE, FAO) Agreement introduced in 2010.
