This report is a synthesis of the material and expert opinion presented to the 1995 WHO/UNFPA/UNICEF Study Group on Programming for Adolescent Health. It is organized according to the components of the 'Framework for country action'.

Part 2 provides information on the challenges of programming for adolescent health and development as well as the recommendations of the Study Group, references and acknowledgements.
