Overview
This document provides guidance on the activities needed to implement a functioning quality system in the BE, with
information on the technical resources available. It recognizes that, in order to establish and sustain an effective quality system, BEs must be able to efficiently and effectively mobilize and utilize available resources, and leverage existing tools and programmes. It describes the benefits and challenges of implementing a quality system in a BE and elaborates on the key elements of an effective quality system.
