Political economy analysis of primary health care-oriented reforms: a case study on introducing multidisciplinary teams in Kazakhstan

Overview

This study set out to identify the political economy factors that shaped the trajectory of Kazakhstan’s reform to introduce multidisciplinary teams based on a primary health care (PHC) approach. The case study explores the implementation pathway during the first decade of the reform between 2010 and 2020. It describes Kazakhstan’s approach to multidisciplinary team-based PHC and the different types of politics influencing the reform. The case study is part of the Political Economy Analysis of Primary Health Care–oriented Reforms Country Case Study Series of WHO’s PHC Implementation Solutions Initiative. The initiative aims to explore how countries have achieved success in scaling up PHC-oriented health systems by documenting and sharing lessons from the vantage point of policy-makers and practitioners across contexts.
