Overview
This Handbook was designed to support WHO Health Emergencies Programme (WHE) staff to put people affected by humanitarian crises at the centre of decision-making on emergency health responses, and to guide WHE staff in operationalizing WHO’s commitments to accountability to affected people (AAP). This will enable WHO to meet the needs of affected people in a way that makes sense for them, that utilizes their existing capacities and strengthens their resilience in the long term.
By making sure that affected communities play an active role in decisions that affect the provision of humanitarian health assistance, we are ensuring higher quality and more effective outcomes that preserve the dignity of those we serve.
