Joint external evaluation of the International Health Regulations (2005) core capacities of Uganda: mission report, 23-27 October 2023

Overview
The Office of the Prime Minister with the Ministry of Health as the Secretariat, coordinated Uganda’s second Joint External Evaluation (JEE) to assess the country’s compliance with the International Health Regulations (IHR) core capacities. The World Health Organization (WHO)IHR 3rd edition JEE tool was used for the evaluation, which was conducted from 23–27 October 2023 following a self-assessment that was initially conducted in September 2023. A team of 12 external experts with international experience in diverse technical areas undertook a peer review of the internal assessment findings in a process that involved technical experts from Uganda’s Ministry of Health, other government ministries, departments and agencies, academic institutions, and development partners.
The multisectoral engagement involved discussions across all 19 technical areas contained in the revised IHR 3rd edition JEE tool. Following this, site visits were conducted at selected IHR implementation facilities at different levels, and priority actions identified.
This evaluation report provides contextual information on technical area strengths, challenges, scores
and specific recommendations whose
implementation will enhance the country’s
public health security.
