Joint external evaluation of the International Health Regulations (2005) core capacities of Ethiopia: mission report 18-22 September 2023

Overview
The assessment was a joint undertaking between a team of external experts and an internal team from the country, who participated in a week-long exercise to discuss the findings from the internal assessment that had been done using the JEE tool prior to the JEE mission. The results were presented to the External Assessment Team which, jointly with experts from Ethiopia, assessed the results to determine current strengths, areas for improvement and priority actions. The challenges, gaps and areas that needed improvement were underscored and the Government should be commended for the great efforts it has made to improve the health security preparedness capacities.
The public sector provides the majority of health services, with the Ministry of Health being the lead
Government agency responsible for health policies, regulation and implementation, the Ministry of
Finance and the Prime Minister’s Office also play a critical role. Development Partners are key players in
the health sector, contributing remarkably to the total health expenditures. The private sector is primarily
engaged in medical training, commodity manufacturing, distribution and a few other health services.
