Consolidated HIV guidelines: service delivery

Overview

HIV remains a major public health challenge, especially in low- and middle-income countries. Inconsistent or delayed implementation of evidence-based interventions - compounded by workforce shortages, weak supply chains and poor service integration - continues to drive transmission, advanced disease and preventable deaths.

These guidelines consolidate WHO's evidence-based HIV service delivery recommendations issued from 2013 to 2025, supporting more people-centred, integrated and equitable service delivery. The goal is to improve access, strengthen continuity of care and accelerate progress toward ending AIDS as a public health threat.
