Overview
Civil–military health security mapping (CMAP) tool: user manual provides practical guidance on using the CMAP tool to strengthen civil–military collaboration for health emergency preparedness. It explains how to apply the tool, interpret results and use its data outputs to identify capacities, gaps and opportunities for collaboration between public health and military sectors. The tool supports countries in strengthening preparedness capacities under the International Health Regulations (2005) and the Joint External Evaluation framework through a multisectoral approach to health security.
The manual provides detailed guidance on the military and public health interfaces and the joint civil–military activity data sheet, including data entry, scoring and interpretation of dashboard visualizations. It also explains how mapping results can inform targeted interventions, resource allocation and optimization, identify opportunities for joint action, and support cross-sectoral coordination and decision-making for health emergency preparedness and response.
