The Emergency Ready Primary Health Care (ERPHC) Operational Guide provides practical, step‑by‑step guidance to support countries in implementing the ERPHC Framework. It translates the framework’s core capacities—connect, detect, protect and treat—into actionable processes, tools and implementation pathways that can be adapted to different risks, contexts and health system structures.

Drawing on lessons from multi‑country implementation, the guide supports ministries of health and partners to assess readiness, prioritize interventions, co‑create country‑specific strategies and embed emergency preparedness into routine PHC planning, management and service delivery. Through a flexible, non‑prescriptive approach, the operational guide helps strengthen frontline performance, integrate essential public health functions and build sustainable emergency readiness within primary health care systems—without creating parallel structures.
