The Third Regional Consultation on SEAHEARTS: Extended and Expanded Milestones 2030 was held virtually on 25 September 2025. The meeting brought together nominated officials from the Ministries of Health of Member States responsible for the control of NCD risk factors and the management of hypertension and diabetes, along with technical staff from WHO country offices and the regional office.
The consultation aimed to discuss country-specific contributions to the extended and expanded SEAHEARTS milestones for 2030, review progress since the second consultation, and agree on a collective path to scale-up hypertension and diabetes management. It also sought to strengthen the monitoring framework to track progress towards the SEAHEARTS 2030 targets.
Key updates highlighted continued progress: as of June 2025, 94 million people have been placed on protocol-based management for hypertension and diabetes, with more than 8.4 million people having their blood pressure under control and 3.63 million achieving good glycaemic control. Building on these achievements, Member States reached consensus to adopt 2030 milestones, including:
- A total of 100 million people with hypertension are placed on protocol-based management by 2030 and 60% of people placed on protocol-based management have blood pressure under control.
- A total of 100 million people with diabetes are placed on protocol-based management by 2030 and 50% of people place on protocol-based management have good control of glycaemia.
- One billion people covered by at least three MPOWER measures with highest level of achievement by 2030.
- One billion people covered with two or more additional evidence-based interventions to reduce mean population salt/sodium intake by 2030.
- One billion people are protected from harmful effects of trans-fatty acids through enactment of best practice, less restrictive or complementary policies and effective implementation and enforcement of policies.
A collective path forward was highlighted, emphasizing the need to scale-up protocol-based management, including engagement of the private sector; strengthen health information systems with unique identifiers and digital platforms; ensure continuous access to validated blood pressure devices, glucometers, and HbA1c testing; expand team-based care; and increase national and subnational targets, budgets, and political commitment to achieve the SEAHEARTS 2030 milestones.
The consultation concluded with agreement that countries will finalize and announce national targets for SEAHEARTS 2030 ahead of the Regional Workshop on NCD Prevention and Control (28–30 October 2025, Jaipur, India). The WHO Secretariat will provide technical briefs, support in roadmap development, and guidance on monitoring frameworks, with progress to be reported at future Regional Committee sessions in 2026, 2028, and 2030.
