WHO global technical consultation on public health and social measures during health emergencies: report of the third meeting, Geneva, Switzerland, 24-26 March 2026

Overview

This report summarizes the third WHO global technical consultation on public health and social measures (PHSM) during health emergencies, held from 24 to 26 March 2026 and bringing together 133 experts from 31 Member States, representing ministries of health, national public health institutes, academia, civil society and international organizations. The consultation reviewed progress and lessons learned and sought to advance the integration of PHSM evidence and guidance into national preparedness and response.

Discussions focused on equitable, context-specific implementation, including the selection and adaptation of PHSM based on effectiveness, feasibility, public acceptance and adverse health and socioeconomic impacts. Experts reviewed operational guidance for the PHSM Decision Navigator, an epidemic and pandemic influenza module, and community-centred approaches. In support of World Health Assembly resolution WHA78.3, participants also addressed strengthening the evidence base through master protocols for evaluating PHSM effectiveness, monitoring unintended consequences, and the AI-powered PHSM Knowledge Hub. The consultation emphasized connecting experience, evidence, action and investment to strengthen PHSM research, decision-making and implementation for epidemic and pandemic preparedness and response.
