The tool consists of a set of questions and prompts to guide the process of information gathering. It is intended to be filled based on a combination of key informant interviews and desk research, and the recommended data collection method is noted for each section. As guided in the tool, it is recommended to conduct interviews with government ministries, international organizations, cooperation agencies, non-governmental organizations (NGOs), private sector corporations, and universities, covering a wide range of topics, from energy, environment, health, development, and regulatory environments to climate change. Desk research is expected to cover local studies on household air pollution and health, general data on national energy use, and collect information on policies and stakeholders.
Each section has some broad topics cut into many specific questions. It is very important to record the sources of ALL the information gathered and used in this document. Please list the articles, websites, or individuals who have provided all information gathered.
Household energy is a cross-cutting theme. The approach followed by each country towards increasing access to clean technologies and fuels will define and shape the way in which each country will work towards universal access to clean energy. We hope that completing this tool can start the conversation and give direction towards the multiple challenges and possibilities for action within the country.
