Terms of Reference for the Technical Advisory Group on Health Security Interface (HSI-TAG) 2024

Overview

WHO has established the Technical Advisory Group on Health Security Interface (HSI-TAG) to provide advice to WHO and WHE across areas related to the interface between the public health and security sectors. The group will act as an advisory body to WHO to strengthen internal capacities in the health security related fields. The reasons justifying the establishment of the HSI-TAG are:

  • the programme requires advice and exchange views from experts who cannot be hired as consultants;
  • the programme requires consultation with a broad range of senior geographically diverse, multidisciplinary experts with specialized technical knowledge and experience that overlaps health and security sectors;
  • no formal expert committee has been established by WHA or the Executive Board (EB) in the field; and
  • no similar or closely related advisory group already exist in this field.

The HSI-TAG will play a critical role in providing advice and recommendations to WHO and as a vehicle for information sharing among relevant actors, through the WHE programme, with the aim to advise WHO on inter-agency coordination, cooperation in this specific area and leadership in the UN system and among partner international organizations.

The original TOR was revised in June 2024 to reflect the change of the period of appointment of HSI-TAG members from 2 to 3 years.
