Overview
As the war enters its fifth year, Ukraine’s health system continues to operate under sustained strain from attacks, energy disruptions and workforce losses. In 2026, 4.1 million people will require health assistance, particularly in frontline areas. Public health risks remain elevated as reduced immunization and weakened surveillance drive outbreaks of measles, hepatitis A and rabies. A mental health crisis affects an estimated 10 million people, while noncommunicable diseases and rehabilitation needs far exceed service capacity.
WHO is sustaining emergency and essential health services and supporting medical evacuations.
