Assessing the impact of primary health care outreach services delivered during the war in Ukraine: a mixed methods analysis

Overview

This report provides an overview of the outreach health units (‎OHUs)‎ supported by the WHO Country Office in Ukraine as part of its humanitarian response. These efforts aim to ensure primary health care (‎PHC)‎ services by complementing the national PHC infrastructure, engaging the PHC workforce and supporting vulnerable populations during wartime. Initiated in 2022, the OHUs at PHC level were further expanded in 2023 and 2024. The report outlines the operational model in delivery of the health-care services, highlights achievements and challenges and shares key lessons learned. Further analysis and evaluation will help to establish sustainable solutions for Ukraine considering the war’s ongoing impact on the lives, health and well-being of Ukrainians.
