Biennial Collaborative Agreement (BCA): Romania 2024–2025

All activities of the WHO Country Office in Romania are planned and implemented under the overarching goals of the national health strategies of the Ministry of Health (MoH) and the WHO Country Office in Romania, as set out in the Biennial Collaborative Agreement (BCA) 2024–2025, the European Programme of Work 2020–2025 “United Action for Better Health in Europe”, and the WHO Global Programme of Work (GPW14).

The BCA is an agreement between the WHO and MoH Romania and constitutes a practical framework for collaboration. It is agreed upon through a series of consultations between WHO and national health authorities and sets out health priorities, which WHO will support and strengthen.

The 2024–2025 BCA focuses on the following priority areas, so that the people of Romania can:

  • benefit from universal health coverage
  • have better protection against health emergencies
  • enjoy better health and well-being
  • receive WHO support to improve health indicators.
