Malaysia launches landmark National Action Plan for Health Security (MyNAPHS 2025–2030)

Malaysia has taken a big step forward to strengthen its health security with the launch of the Malaysia National Action Plan for Health Security (MyNAPHS 2025–2030). The plan sets out a comprehensive roadmap to prevent, detect and respond to health emergencies, ensuring resilience across sectors and communities.

The launch event, officiated by YB Datuk Seri Dr Dzulkefly Ahmad, Minister of Health, Malaysia brought together leaders from various ministries, WHO and partners from multiple sectors, underscoring a whole-of-government and whole-of-society approach towards health security.


A new chapter in health preparedness

Health security is the ability of a nation to prevent, detect, respond to, and recover from health emergencies and it has never been more critical. Whether facing pandemics, emerging zoonotic diseases or antimicrobial resistance, Malaysia recognizes that resilience requires coordinated, sustained action across all sectors.

MyNAPHS is built on this understanding. It aligns closely with the guidance of World Health Organization for national action plans, emphasizing a One Health, whole-of-government approach that bridges human, animal and environmental health.

By institutionalizing surveillance systems, strengthening biosecurity and enhancing risk communication, the plan sets out a roadmap to make Malaysia safer and more resilient. It is not just about reacting to crises; it's about preventing them.


Dr Rabindra Abeyasinghe emphasises on the importance of sustained investment in health security during the launch ceremony.

“Preparedness is not optional, it is essential. Today, we commit to protecting people of Malaysia by strengthening the very foundations of health security,” shared Dr Rabindra Abeyasinghe, WHO Representative to Malaysia, Brunei Darussalam and Singapore.

“With MyNAPHS 2025–2030, we are positioning Malaysia at the frontier of health security with resilience, inclusivity and readiness for whatever the future holds,” said YB Datuk Seri Dr Dzulkefly Ahmad at the launch.

This is not merely a health ministry initiative, it calls for active engagement from agriculture, environment, academia, civil society and the private sector. It ensures that in times of crisis, responses are coordinated, resources are mobilized efficiently, and communities are better protected.
