Assistive technology financing in Tajikistan: policy suggestions for affordable access
Overview
This technical report presents financing options to advance Tajikistan’s assistive technology (AT) sector towards universal health coverage (UHC). It was developed as part of the implementation of the national Assistive Technology Action Plan, which operationalizes the National Health Strategy 2010–2030. The report seeks to identify sustainable and equitable financing approaches that can make AT more accessible, affordable and integrated within Tajikistan’s health and social protection systems. Although additional resources are needed to expand access, much can already be achieved by using existing government funds more efficiently. This report provides recommended actions to optimize current resources and strengthen system performance. These options were discussed during a strategic dialogue held in July 2025. The following policy directions are suggested in the report: sustain the budget increase for AT and engage the State Enterprise Orthotics and Prosthetics Plant in the budget allocation process; integrate new budget resources for procurement and distribution of assistive products within primary health care; prioritize among products by including a small list of AT in the national benefits package; and prioritize users by changing eligibility from disability to poverty.
