Overview

The Guide for rehabilitation workforce evaluation (GROWE) is a set of resources that can be used to support workforce planning and development in countries. GROWE applies a labour market and competency analysis approach to help stakeholders not only capture the state of the rehabilitation workforce, but to understand problems and opportunities.

GROWE includes a guide, project officer handbook, data analysis toolbox, and workbook. These can be implemented in totality, or scaled according to the needs, priorities and resource availability of the context.

GROWE may be implemented as part of or in conjunction with the WHO Rehabilitation in health systems: guide for action, or as a stand-alone process. Implementation involves four phases: (1) evaluation; (2) data validation; (3) conclusions and recommendations; and (4) planning and implementation. These four phases encompass 10 steps, as outlined below.
