The Seventy-fifth World Health Assembly adopted the updated World Health Organization global strategy for food safety and called on Member States to develop national implementation roadmaps, or to reflect actions to implement the strategy within existing food safety policies and programs. The decision also called on Member States to make appropriate financial resources available to support this work.
Supporting implementation of the global strategy
To support countries in translating the strategy into practical national action, WHO has launched the WHO roadmap development tool.
The tool is designed to support Member States in analyzing their current food safety systems, identifying priority areas for action, and strengthening implementation of the WHO global strategy for food safety 2022–2030. It provides a structured framework to guide national discussions across sectors involved in food safety and to support the development of coordinated, evidence-informed national roadmaps.
Structured analysis across strategic objectives
The roadmap development tool contains 123 questions designed to help countries analyze their current level of implementation across the strategic objectives of the global strategy. Each question is linked to a specific strategic objective and is accompanied by five standardized levels of achievement to support consistent analysis of implementation status.
To support scoring and interpretation of implementation levels, the tool also incorporates a maturity model that helps guide countries in determining their level of implementation across the different strategic objectives.
A collaborative national process
The tool is intended to support a collaborative national process involving all relevant competent authorities engaged in food safety. Countries are encouraged to complete the questionnaire collectively across sectors and agree on a single national-level response that reflects the overall situation within the country, rather than individual institutional perspectives.
Where activities are not fully implemented, the tool also allows users to identify technical gaps, limitations, and priority areas requiring further strengthening. Supporting materials are included throughout the tool, including references to related guidance documents and a glossary containing key definitions.
How the tool can support countries
The roadmap development tool can support countries to:
- review current food safety capacities and priorities;
- identify areas requiring further action or investment;
- support multisectoral dialogue and coordination across relevant authorities and stakeholders;
- define practical actions to strengthen national food safety systems; and
- align national activities with the WHO global strategy for food safety 2022–2030.
The launch of the tool marks an important step in supporting implementation of the global strategy and advancing national efforts to strengthen food safety systems, prevent foodborne diseases, and protect public health.

What does the tool look like?
The participants list tab captures representatives from the different competent authorities and sectors contributing to the national analysis.
The welcome tab provides an overview of the WHO roadmap development tool and guidance for users.
The summary tab presents a quick overview of the progress of the analysis currently underway prior to finalization, with provisional results updated automatically.
The dashboard tab provides a visual interpretation of the most recently submitted analysis results. It compiles scores from across the tool and from different assessment events into dynamic charts and visual summaries. The dashboard also includes the Five-Phase Achievement Map of the strategic objectives of the WHO global strategy for food safety, presenting color-coded progress across the proposed implementation phases.
The roadmap tab supports countries in translating analysis results into practical actions, timelines and implementation priorities.
The glossary and resources tab provides key definitions and supporting reference materials to assist users in understanding key terms used throughout the tool, while also directing countries to relevant guidance and resources that can support follow-up action after gaps and priority areas have been identified.
The history tab provides a read-only log consolidating all finalized analyses recorded in the tool for reference and tracking purposes. Users can access snapshot copies of completed analysis forms and review previous submissions over time. To explore results, trends and follow-up actions, users are directed to the dashboard tab.
