Good morning.
I welcome all of you to the workshop on innovative e-learning approach for health.
We, WHO and the Hai Phong Medical University, have worked on this project – an innovative eLearning approach for health since 2015 with financial support from the IBSA Trust Fund.
Today, we would share with you our experienced and lessons learnt through the implementation of this project for three and half years.
Today, we would also discuss with you the future of eLearning approach for health in Viet Nam.
Firstly, I am happy to report that the project has achieved its objectives – the development and piloting of an eLearning model applicable in Viet Nam to enhance the capacity of pre-service and in-service healthcare professionals, especially those at the district and community levels, without disrupting service delivery.
The programme has succeeded in creating an eLearning platform using mobile technology and digital resources. Participants of the pilot courses valued having access to up-to-date knowledge, learning and resources.
Second, we can agree that there is great potential for this eLearning project to act as a spring board for continuing medical education of doctors and other health professionals in the country.
Viet Nam has been engaging the health sector reform to increase people’s access to health care. Yet, the equity gap in terms of access to quality services in some of the most remote provinces remains a challenge.
Since the past few years, the government has been focusing on re-orienting the primary health care system and strengthening the capacity of the grassroots health care system for providing NCD management at the commune level, where people live and work.
For strengthening public health care, the key is to have strong and competent health care workers at the grassroots level – but they are often the ones left with limited learning or training opportunities once they are deployed.
eLearning approach is something that brings knowledge to the learners, instead of moving the learners to where the knowledge is.
We do believe that strengthening the grassroots health care network will be further expedited by applying eLearning approach in most part of this country.
I do hope that experiences and lessons from this project will contribute in achieving this goal. I do expect constructive discussion at today’s workshop.
