Inter-Agency Humanitarian Evaluation (IAHE) of the Yemen Crisis

The inter-agency humanitarian evaluation (IAHE) of Yemen covered one of the largest and most significant humanitarian responses by Inter Agency Standing Committee (IASC) partners. The evaluation finds that despite multiple political, bureaucratic and geographical challenges, the humanitarian response in Yemen scaled up impressively, and slowed the collapse of basic services. In so doing, lives were saved and suffering alleviated.

This report formulates twelve recommendations to address the challenges faced in Yemen and future humanitarian responses.

 

Inter-Agency Humanitarian Evaluation of the COVID-19 Humanitarian Response

The Inter-Agency Evaluation of the COVID-19 response is the largest inter-agency humanitarian evaluation to date. The subject of the evaluation is the collective IASC preparedness and humanitarian response at the global, regional, and country levels to meet the humanitarian needs of people in the context of the COVID-19 pandemic. The evaluation is global and includes eight case studies (Bangladesh, Colombia, the Democratic Republic of the Congo, the Philippines, Sierra Leone, Somalia, Syria, and Turkey). The evaluation also includes two learning papers that provide a more in-depth analysis of two specific issues associated with the response Lessons Learned on Global Humanitarian Response Plan and Localization in the COVID-19 response.

Evaluation of a WHO Grade 3 Emergency: the Inter-Agency Humanitarian Evaluation of the Response to Cyclone Idai in Mozambique (2019-2020)

This evaluation represented the first inter-agency evaluation (IAHE) of the new scale-up mechanism of the Inter-agency Standing Committee (IASC). This was a joint evaluation commissioned by the IAHE Steering Group of which WHO is a member. The WHO Evaluation Office actively participated in a small Evaluation Management Group together with evaluation counterparts from IOM, OCHA, UNICEF and WFP. The evaluation found that the scale-up enhanced leadership and increased in-country capacities in the early stages of the response to Cyclone Idai, thus facilitating the provision of relevant and timely assistance. The report nonetheless identifies key findings, critical gaps and lessons learned, resulting in 13 recommendations directed to various actors in the humanitarian system in order to improve collective responses in similar contexts. A joint management response is currently being prepared.
