Country programme evaluations assess WHO’s overall contribution to health outcomes in a specific country, including the County Cooperation Strategy (CCS) for the WHO Country Office. They take a comprehensive look at how WHO’s support across all three levels of the Organization aligns with national health priorities, WHO’s General Programme of Work, country cooperation strategies and broader development goals. These evaluations examine effectiveness, relevance and coherence of WHO’s work in-country, and provide strategic insights to strengthen impact, accountability and collaboration with governments and partners.

 


Evaluation of WHO contribution in Bhutan (2020-2024)

The evaluation was commissioned by WHO to assess its contribution to Bhutan’s health sector during 2020–2024 in line with the WHO Country Cooperation Strategy (CCS) 2020–2025 and related biennial work plans. It also serves to inform the design of the next CCS for 2026–2030.

Evaluation of WHO contribution in Jordan (2021–2024)

The independent evaluation of WHO contribution in Jordan focuses on the results achieved at the country level using the inputs from all three levels of the World Health Organization (WHO). It documents the key contributions, achievements, success factors, gaps, lessons learnt and the strategic directions WHO employed to improve health outcomes in Jordan.

Evaluation of WHO contribution in Iraq (2024)

The Republic of Iraq is a middle-income country recovering from decades of socio-political upheaval, from a humanitarian crisis that peaked around 2017 with millions of internally displaced people (IDPs) and refugees living in camps and from the impact of the COVID-19 pandemic. Considering the current transition towards long-term development and the pending arrival of a new WHO Representative, this evaluation is timed to ensure optimum utility in strategic planning for WHO.

Evaluation of WHO contribution in Djibouti (2024)

The Evaluation of the WHO contribution at the country level in Djibouti was requested by WHO Djibouti Country Office (WCO) and jointly commissioned by the WHO Evaluation Office and the WHO Regional Office for the Eastern Mediterranean (EMRO). This evaluation took place at a time when Djibouti was undergoing rapid transition, embarking on new processes of support to the Djibouti Ministry of Health (MoH) in the current context.

Evaluation of WHO contribution in Tunisia (2019–2023)

This evaluation of the World Health Organization's contribution in Tunisia focuses on the results achieved at the country level, drawing on inputs from all three levels of the Organization. It also assesses WHO's contributions in relation to Tunisia's public health needs and the objectives outlined in WHO's general work programmes and key strategic frameworks for the country. 

Synthesis of Country Programme Evaluations (2021)

This report presents the findings of a synthesis of seven country programme evaluations (CPEs) conducted by the WHO Evaluation Office between 2017 and 2020 (India, Kyrgyzstan, Myanmar, Romania, Rwanda, Senegal and Thailand – all available on this webpage below). CPEs identify key achievements, challenges and areas for improvement, document best practices and innovations of WHO’s work in a given country, and identify systemic issues requiring attention at corporate level. They contribute to organizational learning in order to enhance achieving impact at country level and results documented in the Thirteenth General Programme of Work 2019–2023 (GPW13). The synthesis documented and identified cross-cutting lessons on key achievements and recurrent issues for use by WHO management to improve corporate performance, processes and guidance. Please find below links to the report and related documents.
