Leveraging public financial management for better health
Public Financial Management (PFM) challenges differ in size and scope across countries. Increased revenue for the health sector alone will not achieve UHC goals unless well-functioning PFM systems are in place.
To leverage PFM reform in the health sector, WHO provides support in the following areas:
- Global experts network: WHO convenes experts and partners for knowledge exchange under the Montreux Collaborative Agenda on Fiscal Space, PFM and Health Financing
- Global budget repository: WHO collects, consolidates and provides on-line access to country budget documents to support health budget analysis, benchmarking and dialogue
- Global guidance on fiscal and budget reforms: WHO develops global guidance and tools to support fiscal dialogue between finance and health authorities, and shares good practices on budget reform in health
- Country support: WHO provides technical guidance and support to country budget health reforms, with a focus on the transition to output-based budgeting
- Capacity building: WHO supports capacity building for ministries of health and other health stakeholders on fiscal space, PFM and budget issues in various ways (face-to-face training, webinars, on-line course).
