Overview
WHO released the H3P- guidance in March 2023, which outlines a set of evidence-based services suitable for most humanitarian contexts. This guidance defines the ‘redline’ that humanitarian partners should strive to meet when delivering health services to vulnerable populations. To adapt this global tool to the Cox’s Bazar context, the WHO-led health sector organized a 2-day meeting with multidisciplinary experts from academia, health care providers from different levels of the health system in Cox’s Bazar (including primary, secondary, and tertiary facilities in the camps), leaders, managers, and policymakers from the ministry of health, UN, INGOs, and local partners. Based on this meeting, a draft version of the Cox’s Bazar Minimum Package of Essential Health Services for the refugee response was created, considering the existing local standards, policies, capacities, resources, and other contextual factors. The draft package will be reviewed by the health sector Strategic Advisory Group and different thematic technical staff before being submitted to the local Ministry of Health for technical approval. The final guidance is expected to be ready by December 2023.
