Objective of the programme
The objective of the programme is to deliver WHO Core functions at country level with a particular focus on the Organization’s directing and coordinating role for international health as expressed in the Constitution. The immediate Objective is to develop and sustain WHO as a flexible, learning Organization, enabling it to carry out its mandate more efficiently and effectively.
Following are few specific objectives:
Objective 1: Liaise with information management officers of partners in health sectors and working groups, ISCG and other sectors as and when needed - share information as appropriate and identify and gather information from other sector/clusters which can inform sector planning, preparedness, and response decisions.
Objective 2: Support the design and development and manage the content of databases building on existing ones, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value health data for accuracy, consistency, and comparability.
Objective 3: Support assessment and needs analysis activities with analysis, critique, feedback, and advice along with information products, including the standards for Public Health Information Services.
DESCRIPTION OF DUTIES
Under the overall guidance of Head of Sub-office, Cox’s Bazar, Bangladesh, and the direct supervision of the Health Sector Coordinator, the incumbent performs the following duties:
- Aggregate and maintain health sector information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data. Support the timely and high-quality collection, analysis, production, and dissemination of data/information.
- Support the coordination team in developing sector plans and standards (strategic planning, joint response plans, minimum service package), reviews and assessments (need assessments and other technical assessments) etc.
- Perform basic geographic analysis for maps and other reports. Present data using PowerPoint and other tool aids. Maintain the database/ mapping related to health facilities in the refugee communities and affected host populations.
- Managing and maintaining an up-to-date health facility registry completed with facility unique IDs and key facility attributes to ensure equitable geographic coverage, linking with EWARS and DHIS 2 focal points and relevant Government counterparts, and function as overall Secretariat for health facility applications. Manage and maintain other databases maintained by health sector.
- Support the coordination team in sector, inter-sector (e.g. ISCG), and inter-agency initiatives related to information management, seeking to improve information sharing between partners and institutions, to strengthen access to information from other organizations and sectors, and to contribute to inter-sectoral dashboards and reports.
- Institutionalize data review mechanisms with working groups/partners in the health sector.
- Support capacity development initiatives from the government and other stakeholders, for the generation, compilation, analysis, use and interpretation of health-related data for evidence-based policy and decision making.
- Assist the coordination team in timely developing high-quality, regular information products including situation reports, bulletins, graphics/maps and other visualizations. Provide necessary technical/operational support to Health Sector/Civil Surgeon health emergency operation center (HEOC) as and when required.
- Assist the coordination team in writing/compilation of emergency appeals and resource mobilization activities/plans as needed.
- Submit regular accomplishment reports.
- Perform any other related duties, as required by the functional supervisor.
