The Technical Advisory Group (TAG) on the development of the strategy and action plan on health emergency preparedness, response and resilience (Preparedness 2.0) in the WHO European Region gathered virtually for its second meeting on 17–18 July.  

During the meeting, participants reflected on how best to proceed as a TAG, in the light of material from the first TAG meeting. They discussed meaningful steps in a strategic direction to advance Preparedness 2.0, and opportunities to refine ways of working with support from the Secretariat.  

In the short term, the Preparedness 2.0 TAG’s deliverable is an interim report with proposed priority areas for the Preparedness 2.0 process and procedural aspects, to be presented to Member States during the 73rd WHO Regional Committee for Europe in Astana, Kazakhstan, in October 2023.

In the WHO European Region, the 72nd session of the Regional Committee for Europe mandated WHO/Europe to start the process of developing a new regional strategy and action plan on the strengthening of health emergency preparedness, response, and resilience (Preparedness 2.0), in close consultation with Member States.

The Technical Advisory Group (TAG) on Preparedness 2.0 has been created to advise WHO/Europe on the development of the Preparedness 2.0 Strategy and Action Plan on health emergency preparedness, response, and resilience in the Region. Its members, who reflect the diversity of the Region, were appointed by WHO’s Regional Director for Europe, Dr Hans Henri P. Kluge, in June 2023, following a series of open calls for experts in March–May 2023.

This second meeting of the Preparedness 2.0 TAG will centre on reflections on how best to proceed as a TAG, having listened and digested the material from the first TAG meeting to take meaningful steps in the setting of a strategic direction for Preparedness 2.0; as well as refine the ways of working as a Preparedness 2.0 TAG with support from the WHO/Europe Secretariat. In the short-term, the deliverable from the Preparedness 2.0 TAG is an interim report including proposed priority areas for the Preparedness 2.0 process, to be presented to the Member States in the Region during the 73rd Regional Committee for Europe (RC73) in Astana, Kazakhstan, in October 2023. Overall, the aim of the Preparedness 2.0 TAG is to provide expert recommendations to the Member States in the Region in the development of a new regional strategy and action plan on the strengthening of health emergency preparedness, response, and resilience for the 74th session of the Regional Committee in 2024. 

Expected outcomes from this second meeting include:

  • advice and feedback on ideas for the substantive content of the Preparedness 2.0 Strategy and Action Plan;
  • content generation for the Interim TAG report for RC73; and
  • agreement on ways of working between TAG meetings.
