WHO convened a global meeting in Dakar, Senegal, from 14 to 16 May – National Oxygen Scale-Up Framework Meeting: Road to Oxygen Access – to produce a template for developing evidence-based, inclusive and costed national plans for oxygen scale up. A broad range of decision-makers, implementers and advocates for oxygen were convened via in-person and virtual participation, representing a unique opportunity for international knowledge exchange.
Objective
To explore and reach consensus on the necessary components for national oxygen scale-up efforts, in the form of a template, which can then be adapted to country context.
Methodology for template development
Participants shared best practice, highlighted examples from current national scale-up efforts and identified existing resources, in order to maximize success. Plenary sessions included effective partnerships; sustainable financing; workforce planning; needs identification; monitoring and evaluation; and integration with health programmes and across relevant sectors. Breakout groups examined and discussed each topic in further detail. Participants’ input from each session shaped the final oxygen scale-up plan template.
Participants
Representatives of Member States from low- and middle-income countries and selected Small Island Developing States, global oxygen stakeholders, including nongovernment organizations, donor agencies, United Nations agencies, civil society organizations and additional bodies, as appropriate.

The meeting will be conducted in English with simultaneous interpretation for Arabic, French, Russian and Spanish.
