Evaluation of WHO 13th General Programme of Work

Overview

In April 2023, as WHO celebrated its 75th anniversary and embarked on the preparations for the 14th General Programme of Work (GPW14), it became imperative to engage in a thoughtful reflection on the achievements and insights gained from past endeavours. The evaluation of GPW13, the 13th General Programme of Work, plays a pivotal role in this process by serving as a vital tool for assessing effectiveness. The primary objective of this evaluation is to offer a comprehensive and impartial analysis of GPW13's outcomes, accomplishments, and hurdles encountered along the way. It also provided valuable inputs to the GPW14 formulation on a real-time basis.

GPW13 represented a pivotal shift in WHO's approach to global health, with a focus on measurable impact at the country level. The evaluation of GPW13 allows for a thorough examination of whether the objectives set out in this programme were met, and it provides an opportunity to identify areas where progress was made and where challenges arose.

One of the primary objectives of this evaluation is to assess the appropriateness of GPW13's results framework, as well as the robustness of its design. It examines the linkages between various levels of the results chain and explores the effectiveness of data collection and reporting throughout the programme's implementation.

Additionally, the evaluation delves into how Member States and the Secretariat adapted to GPW13's goals and whether flexibility was maintained during the COVID-19 pandemic, a period of unforeseen challenges. It also considers external and internal factors that influenced the achievements, deviations, and challenges encountered during GPW13.
