Independent evaluation of the UN Inter-Agency Task Force on the Prevention and Control of Non-communicable Diseases: Report

Overview

Global efforts to reduce the burden of noncommunicable diseases require coordinated, multisectoral action across the United Nations system and its partners. This report presents the independent evaluation of the United Nations Inter-Agency Task Force on the Prevention and Control of Noncommunicable Diseases, assessing its strategy, operations, performance and results since its establishment in 2013, with a focus on the period 2014–2024.

The evaluation, commissioned by the Task Force Secretariat and conducted using a theory-based and mixed-methods approach, examines the Task Force’s relevance, coherence, effectiveness, efficiency and sustainability, as well as its attention to equity, gender and human rights. Drawing on document review, key informant interviews, surveys and country case studies, the report analyses the Task Force’s contribution to supporting Member States in implementing multisectoral responses to noncommunicable diseases and mental health in line with global commitments, including the Sustainable Development Goals. Findings highlight the value of the Task Force as a coordination platform, while identifying challenges related to governance, resource mobilization, accountability and integration across the United Nations system. The report concludes with lessons learned and recommendations to inform the next strategic phase and strengthen global collaboration and impact.
