Independent evaluation of the UN Inter-Agency Task Force on the Prevention and Control of Non-communicable Diseases: Web annexes

Overview

Global efforts to address noncommunicable diseases require coordinated action across the United Nations system and its partners. This document compiles the web annexes of an independent evaluation of the United Nations Inter-Agency Task Force on the Prevention and Control of Noncommunicable Diseases, established to support such collaboration. It provides detailed methodological and analytical materials underpinning the evaluation, including the terms of reference, evaluation matrix, theory of change, data collection instruments, and stakeholder consultations conducted across multiple levels of the United Nations system and partner organizations.

Covering the period from 2014 to 2024, the annexes document the mixed-methods approach used in the evaluation, including document reviews, key informant interviews, surveys and country case studies. They present supporting evidence on the Task Force’s relevance, effectiveness, coherence and sustainability, as well as its contribution to advancing multisectoral action aligned with the Sustainable Development Goals. Designed as a complementary resource to the main evaluation report, the annexes enhance transparency and provide detailed documentation of methods, data sources and analytical frameworks to inform strategic decision-making and the future direction of the Task Force.
