OBJECTIVES OF THE PROGRAMME
To deliver WHO core functions at the country level, with particular focus of the Organization‘s direction and coordinating role in public health. Within this framework, the WHO India Country Office collaborates with the Government of India and relevant stakeholders to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.
The objective of the Administrative Unit is to facilitate programme delivery by providing timely operational support for delivery of the National Public Health Surveillance Project (NPSP), including all aspects of administrative and financial management, with a strong focus on human resource management, and procurement, logistics, travel, building management, safety and security of staff, GSM operations, telecommunication, protocols. Further, to provide guidance, information and practices which lead to full compliance and accountability with the Organization’s established rules and regulations.

The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India’s population of 1.3billion. All the Member States of WHO/SEAR (Bangladesh, India, Bhutan, Myanmar, Sri Lanka, Nepal, Indonesia, Maldives, Timor-Leste, Democratic People’s Republic of Korea, Thailand), share the common value of the highest attainable standard of health as a fundamental human right. MISSION OF THE WHO COUNTRY OFFICE FOR INDIA
The mission of the WHO Country Office is to support India in (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv)advocating public health.
DESCRIPTION OF DUTIES
Under the managerial oversight of Administrative Officer (AO) and direct supervision of the Regional Team Leader, the incumbent performs the following duties:
1. Maintaining a respectful workplace
Plan, implement and monitor a clearly defined HR strategy to maintain a workplace free of discrimination, bullying and harassment. Ensuring that internal systems, policies, and procedures are applied consistently and fairly, in compliance with WHO’s Code of Conduct, implementation of relevant policies, and conducting regular training for all staff.
2. Managing administrative services
Guides and supervises staff in delivering a full range of administrative services to support human resource management, budget and finance, procurement, travel, building management, security of office premises and staff safety, telecommunications, information technology, and asset management.
Ensures regular analysis and reporting of all administration functions, to enable comprehensive support of technical programmes in adherence with WHO policies, rules and regulations.
3. Human Resources Management (HRM)
Oversees the implementation of Human Resources programmes, workforce planning, selection and recruitment, policies and staff development. Identifies opportunities for improving services, and effectively resolving issues.
In consultation with the supervisors, develops and monitors an annual budget supporting Human Resources services and contractual agreements.
Provides guidance for Human Resources strategic planning, in coordination and consultation with the supervisors.
Manages the preparation and maintenance of reports as are necessary to carry out the functions of the unit. Prepares periodic reports for management, to track strategic goals progress.
Ensure compliance and review of ePMDS for all regional personnel, also identify inconsistencies in a timely manner to appropriate authorities.
Participates in management, and staff meetings and other forums and seminars.
4. Financial planning and budgeting
Forecast fund requirements of the assigned region and ensure optimum funds utilization through effective management of imprest accounts (including liaising with banks) and regular and timely updating of all unit cash books.
Compile, prepare and analyze the regional unit budgets, and undertake necessary corrective measures in coordination with the Delhi Budget and Finance Team.
Undertake field visits to the unit offices as required and perform compliance checks to ensure adherence to Administration and Finance (A&F) guidelines.
Support the Quality Assurance Review (QAR) teams and follow up on recommendations with respective units to ensure timely closure of QAR findings.
Randomly check cash books using judgment-sampling techniques focusing on critical transactions to ensure compliance with A&F guidelines.
Conduct A&F trainings for field personnel in coordination with Delhi Office, to strengthen internal controls and compliance at the field level.
Ensure propriety and adherence to established internal controls as regards to financial resources and promptly report any suspected fraud or misappropriation to senior management.
5. Coordinating operations
Ensure maintenance of essential infrastructure i.e. logistics, fleet management, IT systems and equipment, office provisions and furniture, office space (govt/leased), stationery records, and other crucial property services.
Ensure timely renewal of insurance policies and rental leases.
Perform procurement activities and ensure that an updated data base is maintained with regional vendors.
Ensure recording of updated inventory/fixed assets in an accurate and timely manner; perform physical verification of assets and reconciliation with inventory records as per A&F guidelines.
Manage field emergency interventions (flood/accident/deaths etc.) in consultation and coordination with Delhi Office, adherence to UN guidelines, and as directed by the Area Security Coordinator (ASC)/ UNDSS.
Plan and coordinate State or National level meetings in coordination with Delhi office.
Coordinate with Delhi Office to ensure timely response to any legal issues/notices/requirements in the field.
