Health Emergency Operations Centres (HEOCs) play a crucial role in enabling countries to achieve the response capacities and capability required by International Health Regulations 2005 (IHR). In 2012, WHO established the Public Health Emergency Operations Centre Network (EOC-NET) to promote HEOC best practices and standards, support HEOC capacity building in countries and strengthen multi-sectoral collaboration and coordination among HEOCs and response partners for the effective management of public health events and emergencies. The vision is for all HEOCs to have the capacity to perform core, supporting functions to ensure effective response to public health risks and public health emergencies. WHO published the Framework for a Public Health Emergency Operations Centre (PHEOC Framework) in 2015.

The objectives of the meeting were to:

  • Share experience of developing, managing, operating, evaluating and improving the PHEOCs in Member States and by international partners;
  • Update EOC-NET structures, process, activities and publications;
