Objectives of the Contract

Sri Lanka was awarded a significant Pandemic Fund grant of USD 18.4 million USD under the Fund’s second call for proposals, supporting the national initiative “One Vision, One Shield: Integrated One Health Pandemic Preparedness & Response.” The grant mobilizes an additional USD 7.7 million in co‑investment and USD 197 million in co‑financing, substantially boosting the country’s investment in pandemic preparedness and health security.

In addition to the national allocation, Sri Lanka also received 2.4 million USD through a multi‑country Pandemic Fund proposal submitted for the WHO South‑East Asia Region. Under this regional window, Sri Lanka benefits from investments supporting shared capacities across SEAR member states including surveillance, laboratory systems, and workforce strengthening to advance regional preparedness and resilience

The grant is jointly implemented by Sri Lanka’s Ministry of Health, Department of Animal Production and Health, and Ministry of Environment, with delivery partners including WHO, FAO, UNICEF, ADB, and the World Bank.

The Project Coordinator – Pandemic Fund will coordinate, implement, and monitor activities under the Pandemic Fund portfolio for Sri Lanka. This role ensures effective execution, reporting, stakeholder engagement, and technical support (where required) for the successful implementation of the grant funds in Sri Lanka.

 

Job Description

Under the general supervision of the WHO Representative to Sri Lanka, the incumbent will work to: 

  • Coordinate day-to-day implementation of activities outlined in the project workplans to be implemented by WHO Sri Lanka. The incumbent will have to work in collaboration with the entities listed above and liaise closely with government counterparts such as Ministry of Health (mainly Epidemiology Unit and Laboratory Services), and other relevant ministries/ departments, technical partners etc.
  • Contribute to designing detailed action plans for various activities within the project and facilitate monitoring of the physical and financial progress of the project.
  • Collect and organize project data and information from various sources, preparing accurate and comprehensive reports (including all donor reports and progress reports) and presentations.
  • Facilitate multisectoral coordination, communication, and operational planning related to project activities.
  • Develop communication/ visibility products related to the projects in line with the reporting guidelines.
  • Coordinate the organization of events, including launches and publications, etc.
  • Development of briefing notes and talking points for Senior Management on the projects and related work.
  • Any other duties assigned by the supervisor.

Required Qualifications

Education:

Essential: First university degree (bachelor’s degree) in the area of medicine/ health/ public health.

Desirable: Advanced university degree (master’s degree or equivalent) in the area of health/ public health or a related area.

Experience:

Essential: At least one (1) year of relevant experience in health project coordination and management

DesirableExperience in working with the Government Sector and or another UN/ International Organizations.

Experience with multi-stakeholder coordination in the context of development cooperation

Language Skills

Expert knowledge of English and expert knowledge of a local language (Sinhala or Tamil)

Skills:

Advanced skills in the use of office software packages (MS Word, Excel, PowerPoint etc.) and database management.
