WHO has been working on climate change and health for over 25 years - advocating, collecting evidence and providing comprehensive support to countries in dealing with health effects of climate change.

Health at COP30

COP30 will take place in Belém, Brazil, from 10 to 21 November 2025, marking the first UN climate summit held in the Amazon region. The location symbolizes the frontline intersection of climate, biodiversity, development, and health, seeking to spotlight climate resilience, equity and social participation.

The Belém Health Action Plan will be one of the key strategic frameworks of COP30 emphasizing health systems, adaptation, equity, climate justice, and social participation. Set to be launched on the Health Day on 13 November, the Health Action Plan is designed to mobilize the global community toward building climate-resilient and environmentally sustainable health systems.

Health will be featured prominently in the  COP30 Activation Agenda as one of the 30 key objectives, (16) Promoting resilient health systems, positioned under the “Fostering Human and Social Development” axis. Recognizing health as both a frontline impact area and a transformative lever for broader social and economic resilience, COP30 will highlight the urgent need to integrate climate considerations into health policies, financing, and infrastructure worldwide. This focus will encourage countries, cities, and stakeholders to join the Mutirão for health and climate, accelerating solutions that safeguard lives while advancing the Paris Agreement’s goals.

For the fifth year in a row, WHO together with key partners will host the COP30 Health Pavilion in the Blue Zone. The two-week programme of the Health Pavilion will be designed to place health and equity at the heart of climate discussions and to drive bold, evidence-based climate-health action. The Call for proposals for the Health Pavilion will be open till September 14.

Pre-COP activities

In July 2025, WHO and the Government of Brazil co-hosted the Global Conference on Climate and Health in Brasília. This official pre-COP event served as the second in-person meeting of the Alliance for Transformative Action on Climate and Health (ATACH), engaging countries and various stakeholders through shaping bold, evidence-based strategies for COP30.
