The 3-D Priority-Setting and Decision-Making Framework


A further relevant resource on health benefit package design processes comes from the 3-D priority-setting and decision-making framework that stands for: data, dialogue, and decision (note this is mentioned in principle #5 of the HBP Principles report). This was initially conceived in relation to priority-setting for national health strategies in the report, Strategizing national health in the 21st Century: A Handbook (Terwindt, Rajan et al. 2016). It was also later elaborated further in the context of health benefit package design and health technology assessment in a policy brief titled, From Value for Money to Value-Based Health Services: A Twenty-First Century Shift (see figure below) (WHO 2021). In the realm of health technology assessment (HTA), the 3D’s are analogue to the terms assessment, appraisal and recommendation.
