CAPACITI
The Country-led Assessment for Prioritization in Immunization (CAPACITI) tool, is a decision-support tool has been developed by the WHO with a focus on immunization decision-making (Botwright, Giersing et al. 2021). As detailed in the user-manual for this tool, the purpose is the following:
The decision-support framework of the Country-led Assessment for Prioritization in Immunization (CAPACITI) outlines the steps of a structured recommendation process that is evidence based, context specific and well documented. The framework is appropriate for decision questions that require comparison of two or more options, may involve input from multiple stakeholders, use evidence from across disciplines and/or indicate significant data uncertainty
The CAPACITI tool is able to assist with questions such as selecting between different vaccination options (e.g. product choice, schedule choice, and delivery strategy), as well as questions on ranking different policy options (e.g. which vaccines to prioritize, which delivery strategies to prioritize, and how to prioritize vaccine and non-vaccine alternatives). The CAPACITI toolkit is available through the DECIDE network and on the WHO website.

EDP Guide
The guide on Evidence-Informed Deliberative Processes (EDP) is a practical guide intended to assist countries to put in place the appropriate stakeholder participation processes required to support the development of legitimate benefit packages. Eight practical steps are proposed for implementing such processes: “‘installing an advisory committee’, ‘defining decision criteria’, ‘selecting technologies for hta’, ‘scoping’, ‘assessment’, ‘appraisal’, ‘communication and appeal’ and ‘monitoring and evaluation’” (Oortwijn, Jansen, & Baltussen 2021). Following three introductory chapters which explain how the guide is intended to be used and define key concepts, the guide is subsequently organized in eight chapters focusing on each of these steps. Country examples illustrating how the steps are implemented are presented throughout the guide.
The Voice, agency, empowerment handbook on social participation for universal health coverage
The Voice, agency, empowerment handbook on social participation for universal health coverage (WHO 2021) is a guidance document that summarizes theory and best practices in strengthening population, civil society and community engagement. It is intended to guide countries in establishing participatory processes and mechanisms to ensure that stakeholder voices are brought into health policy-making. Nine country case studies are also presented to illustrate concepts and guidance with practical examples. The handbook provides guidance on creating an enabling environment for participation, ensuring representation, building capacities of governments and people for meaningful engagement, establishing links to decision-making, setting up legal frameworks for participation, and ensuring that participatory engagement is sustained over time.
Deliberative Appraisal Processes in Health Technology Assessment
A review of Deliberative Appraisal Processes in Health Technology Assessment published in the Canadian Journal of Health Technologies (Richardson, Mittmann and Kaunelis 2021) summarizes the evidence on deliberative processes for the HTA appraisal stage. The resource provides a summary of the appraisal processes of nine high-income country processes, and it also provides an overview of key considerations for such processes and lays out the guidance for assessing their quality. The findings presented are based on a review of grey and published literature as well as on expert contributions. Table 4 of this resource also provides a listing of nine different frameworks identified in the review for assessing the quality of deliberative appraisal processes.
