First, resources and guidance that can assist with the establishment of an enabling environment to support HBP design through systematic, evidence-informed processes are presented, focusing on establishing the appropriate legal framework and governance arrangements.
In addition, financial resources, capacitated human resources, tools and data are needed to enable countries to produce the evidence inputs to support priority-setting and HBP design. Here, tools, databases and capacity-building resources are presented to assist countries in starting to address these needs.
Furthermore, resources to support putting in place processes that follow best-practices for HBP design, including those on the empowerment and involvement of stakeholders are presented.
