Primary health care
WHO established the Special Programme on Primary Health Care in 2020, following the Global Conference on Primary Health Care and the UN high-level meeting on universal health coverage, where countries declared their commitment to achieving universal health coverage through a primary health care approach.

Health systems recovery and sustained resilience

The impact of emergencies on health systems and complementary sectors is often significant and may lead to setbacks in health and development gains, including progress made towards universal health coverage (UHC). UHC and health security are complementary goals and integration of efforts towards both bolsters multisectoral, whole-of-society health and socioeconomic recovery and transformation from emergencies and shocks for sustained resilience.

Reactivation of routine and essential health services, if disrupted, is conventionally often considered as the primary goal in early recovery. Global efforts to build sustainable resilience in recovery are supported by work including recovery and transformation of national health systems through investing and strengthening EPHFs; all-hazards emergency risk management with emphasis on IHR implementation and whole-of-society involvement; and a primary health care (PHC) approach rooted in equity, social justice and solidarity. This workstream also looks into long term actions to drive and support inclusive recovery, reducing the socio-economic impact of public health emergencies and accelerating progress towards the Sustainable Development Goals (SDGs).
