Primary health care
WHO established the Special Programme on Primary Health Care in 2020, following the Global Conference on Primary Health Care and the UN high-level meeting on universal health coverage, where countries declared their commitment to achieving universal health coverage through a primary health care approach.

Partnerships

Partnerships help drive the implementation of a primary health care approach with the goal of accelerating the achievement of universal health coverage and other health-related Sustainable Development Goals.

The WHO Special Programme on Primary Health Care builds on successful collaborative platforms, which include UN agencies, academia and research institutions, global health initiatives, civil society organizations, private sector groups, professional organizations and more.

The following partnership platforms are implemented through or co-chaired by the Special Programme:

  • UHC Partnership

    The UHC Partnership is one of WHO’s largest initiatives for international cooperation for universal health coverage and primary health care. It helps deliver WHO support and technical expertise to 115 countries with funding from WHO’s core donors.

  • Global action plan for healthy lives and well-being for all (SDG3 GAP)

    The Global Action Plan for Healthy Lives and Well-being for All is a collaboration among the 13 multilateral health, development and humanitarian agencies working together to align support for countries to accelerate progress towards the health-related Sustainable Development Goals. The WHO Special Programme on Primary Health Care co-chairs the Primary Health Care Accelerator, alongside UNICEF. It works to support countries to develop and deliver a comprehensive package of essential health services and contribute to universal health coverage through primary health care, using the WHO-UNICEF Operational Framework for Primary Health Care as a key tool to accelerate progress.

  • Primary Health Care Performance Initiative

    The Primary Health Care Performance Initiative (PHCPI)  is a partnership of WHO, UNICEF, the World Bank Group, the Global Fund, the Bill and Melinda Gates Foundation, with technical partners Ariadne Labs and Results for Development.  The partnership is focused on improving primary health care through better measurement, including supporting implementation of the Primary health care measurement framework and indicators.
