The rising rates of obesity in Brunei Darussalam among adults and children, have prompted urgent action. Recognizing the need for a comprehensive approach, the nation has joined the World Health Organization (WHO) acceleration plan to stop obesity. This plan aims to address the obesity epidemic through implementation of targeted policies, improved health services and community engagement.
A growing concern
According to the Brunei Darussalam STEPS survey conducted between 2015 and 2016, nearly two-thirds of adults are overweight, with 34.6% classified as overweight and 28.2% as obese. The Global School-based Student Health Survey in 2019 further highlighted that 17.5% of adolescents aged 13-17 years were overweight and 18.1% were obese.
These statistics underscore the urgent need for intervention. Obesity is linked to a range of noncommunicable diseases (NCDs) such as type 2 diabetes, heart disease and hypertension. Additionally, individuals with obesity face other health issues, including musculoskeletal disorders, psychological effects, fatty liver and polycystic ovarian syndrome. Childhood obesity is particularly concerning as it is associated not only with physical impacts such as higher chance of obesity, premature death and disability in adulthood.
Beyond its physical consequences, obesity also significantly impacts the mental and social well-being of young people. Children and adolescents with obesity often experience stigma, bullying and diminished self-esteem, which can lead to anxiety, depression and social isolation—challenges that may persist into adulthood. These psychological effects not only impact their confidence and emotional health but can also hinder academic performance, career prospects and overall quality of life. The social stigma associated with obesity can create a cycle of negative self-perception and unhealthy behaviours, further exacerbating the issue.
WHO acceleration plan to stop obesity
In July 2023, WHO launched the acceleration plan to stop obesity, aiming to stimulate and support multi-sectoral country-level action to tackle obesity. The plan focuses on implementing tried and tested policies based on delivery science to achieve significant impact. Key components of the plan include policies around promotion of healthy diet and regular physical activity, strengthening health service delivery especially at primary care levels and capacity building of the health workforce.
“In Brunei Darussalam, we have seen a concerning rise in obesity prevalence over the past decade.” said Dr Ernina Nisdzarinah binti Haji Abdul Rani, Acting Head of Health Promotion Centre, Ministry of Health. “The Government of Brunei Darussalam acknowledges the urgency of implementing robust strategies to prevent and reduce obesity and its associated noncommunicable diseases and the need for a more comprehensive and integrated approach. Encouraging healthy eating habits and regular physical activity from an early age not only helps prevent obesity but also lays the foundation for improved mental health and well-being throughout life”.
Integrating obesity prevention and management services in health systems
One of the WHO tools developed to support this process includes the “Health service delivery framework for prevention and management of obesity”. Brunei Darussalam's journey towards combating obesity accelerated following its participation in a workshop dedicated to supporting Member States in adapting this framework, aiming at integrating obesity prevention and management services into health systems.
Participants at a workshop in Brunei Darussalam focused on adapting WHO’s acceleration plan to stop obesity
The country’s commitment to tackling obesity by joining WHO acceleration plan to stop obesity and participating in the corresponding workshops is a significant step towards improving public health. By developing comprehensive strategies and enhancing healthcare capacity, the nation aims to prevent and manage obesity effectively. The community's support and participation in these efforts are crucial for achieving a healthier future.
Brunei Darussalam's national strategy for obesity prevention and management
The prevalence of obesity in Brunei Darussalam is alarming. As part of its commitment to reduce obesity a national obesity task force was established and it plans to develop a national strategy for obesity prevention and management. The goals of the national strategy are to prevent and halt the increase in obesity rates, develop a comprehensive national strategy to improve healthcare professionals' skills in managing obesity.
Dr Rabindra Abeyasinghe, WHO Representative to Malaysia, Brunei Darussalam and Singapore, recognised the nation’s efforts, "Brunei Darussalam is making significant strides in addressing the rising obesity rates. The nation's proactive measures and commitment to this cause are commendable. We look forward to further collaboration with the Ministry of Health to strengthen the capacity for obesity prevention and management including through the adoption of active lifestyles, ensuring a healthier future for all citizens."
