Philippines–WHO country cooperation strategy 2025–2028

Overview

The Philippines–WHO Country Cooperation Strategy 2025–2028 defines the strategic priorities guiding collaboration between the World Health Organization and the Government of the Philippines to improve population health and advance equitable, resilient health systems. Aligned with national development and health objectives and WHO’s global and regional strategies, it responds to persistent inequalities in access to health services, the growing burden of noncommunicable diseases, tuberculosis and HIV, and the country’s vulnerability to disasters and climate change.

The strategy establishes four priorities: advancing universal health coverage through strengthened primary health care and essential public health functions; improving preparedness, response and resilience to health emergencies and environmental threats; addressing social, economic and environmental determinants of health through whole-of-government and whole-of-society approaches; and expanding regional and international health cooperation. It identifies strategic deliverables covering health system capacity, equitable access to quality services, health security, health promotion and digital transformation, supported by partnerships, coordinated implementation and a monitoring and evaluation framework.
