在动荡的世界中加强健康公平和建设抵御能力的大胆议程会员国在第七十七届世 界卫生大会上通过的《第十四个工作总规 划》面向2025-2028年，是一项新的雄心勃勃的全球卫生战略。它借鉴《第十三个工 作总规划》的成果、COVID-19大流行的经验教训以及世卫组织转型工作迄今取得的进展，为在动荡的世界中促进健康和福祉指明了道路。该规划的核心是一个愿景，即在未来四年内，通过履行以下三重使命，拯救四千万人的生命：通过消除疾病根源 （包括应对气候变化）增进健康；通过加强以初级卫生保健为基础的卫生系统以及扩大获得卫生服务和财政保护的机会提供卫生服务；并通过预防、防范、减轻、发现和快速应对突发卫生事件保护健康。该项使命获得了以下支持：通过世卫组织有史以来最广泛的磋商进程之一形成的六项战略目标；界定了各国家、 世卫组织和合作伙伴为实施《第十四个工作总规划》而需采取的具体行动的15项共同成果；以及体现世卫组织秘书处具体贡献的四项全组织成果。
