External reviews and assessements

WHO’s engagement in external assessments – such as those conducted by the Joint Inspection Unit (JIU) and the Multilateral Organisation Performance Assessment Network (MOPAN) – provides further opportunities for UN system-wide learning and benchmarking. These reviews help identify good practices and contribute to improvements not only within WHO but across the broader UN system.
Joint Inspection Unit (JIU)
The Joint Inspection Unit of the United Nations System (JIU) is the only independent, external oversight body with a mandate to conduct system-wide reviews, inspections, and investigations across the UN system. Its purpose is to improve the efficiency, effectiveness, and coordination of UN agencies, acting as a driver of change and promoting accountability, transparency, and good governance.
For over 50 years, the JIU has supported the legislative bodies of UN organizations in fulfilling their oversight responsibilities by reviewing management and administrative practices. Through its reports and notes, the JIU identifies best practices, sets benchmarks, and facilitates knowledge-sharing across the UN system. The WHO Secretariat submits an annual report on new JIU reports issued in the past year to the WHO governing Bodies (Programme, Budget and Administration Committee, PBAC) at their May session. The report transmits JIU recommendations targeted to the legislative bodies for the PBAC’s consideration, as well as provides a summary of past WHO implementation of accepted JIU recommendations.

MOPAN
The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of 21 countries that collectively assess the performance of multilateral organizations, including WHO. Using a common framework, MOPAN evaluates how effectively these organizations manage operations, deliver results, and contribute to development and humanitarian outcomes. WHO’s Evaluation Office serves as the focal point for MOPAN assessments related to the Organization.
