On 12–13 December 2023 WHO/Europe and the Government of Estonia will convene a health systems conference in Tallinn. With the theme “Trust and transformation”, the conference will mark the 15th anniversary of the Tallinn Charter: Health Systems for Health and Wealth. It will follow the trajectory of the original 2008 WHO European Ministerial Conference on Health Systems at which the Charter was adopted, and the subsequent anniversary conferences in 2013 and 2018, to ensure regional commitment to the health system values enshrined in the Charter.

The 2023 conference will again be open to Member State delegates as well as representatives of key partners, patients, health workers, civil society, resource partners and academia. It will put forward an outcome statement on behalf of its participants, which will contribute to an agenda item at the 74th session of the WHO Regional Committee for Europe in 2024.

As the host country, Estonia will lead the process of developing the statement, and engaging Member States and non-State actors will be essential. This virtual side event will provide an opportunity to outline plans for December’s conference and consult on an early draft of the outcome statement.
